March 19, as French fighters fired the first shot to Libya, it is concerned by all over the world immediately. But as follow, no country wants to be the leader, includes U.S., German, Britian, even the France.
If the action to Libya without leader country, then what will happen? At least, the fight against Libya will be out of order, and no anybody can promise not to damage the innocent citizens.
In this situation, some countries hope U.S. can be the leader, because all we know they directed the Kosovo, Afghanistan and Iraq wars. But this time, U.S. have clearly expressed it will not be director at this action. More funny it is, some other countries hope NATO to be the commander, but France refused to it. Said by the France Foreign Minister, if NATO command this army action, then the multintional force will be criticized by the Arab Countires, and lead to their withdraw.
Now, France’s first shot have broke a embrassed situation, nobody wants to be the cannon fodder. But it’s strange to us, when refer to the army strategy, U.S. have never give up the command of troops to others, and this time it is so unusual and intriguing.
That’s turn back to France, why it fight for command and trying to lead the military action?
First, because France have recognized the Libyan oppositions when the unrest happened, if it couldn’t help the oppositions to get win at the end, it may lose the benefit and all the support in Libya. That’s the poilitical diplomacy.
Second, as the presiding country on duty of Group of Eight and the G20 in this year, French want to make a difference in international affairs. Untill now, Sarkozy have already better handled of the problems to arrest Somali pirates in Gulf of Aden, and mediation of the conflict between Russia and Georgia. If he can deal with Libya with the result what they want, it can further enhance France’s international status.
Third, March 20, the result of first round of the French provincial council election vote have against the ruling party UMP, which gives the ring alarm bells. If France can handle Libya’s problem to a favorable direction, then it can get the confidence in Franch people, which is more significant for next year’s election.
